Military Experience

Rear Admiral, U.S. Coast Guard Reserve (ret.)

Superior maritime, environmental, and military contacts and experience gained as Rear Admiral retiring from the U.S. Coast Guard Reserve after 36 years of service (1970-2006). 

Key assignments included:

  • Atlantic and Pacific Commands:

                     Deputy Commander at both commands overseeing operational units with full spectrum of Coast Guard responsibilities.

                     Frequent long distance travel to speak to service units and maritime industry groups on policies and programs and represented the service at high visibility NASCAR military appreciation days.

                     High level meetings (3 and 4 star) on service policy and program issues.

                     Oversaw mobilization of over 3000 Reservists and attendant “care and feeding” support issues.

                     Representative at Joint Session of Congress for speech by Israeli prime minister.

                     Assessed units providing waterside security at Guantanamo Bay, Cuba.

                     Lead diplomatic mission to deliver harbor patrol boats to the Yemeni Coast Guard in the Port of Aden.

  • Federal On Scene Coordinator Office for Exxon Valdez Oil Spill (EVOS): 

                     Planning and Public Affairs Officer for first 3 years of the cleanup effort.

                     Wrote definitive plan for execution of the EVOS operations.

                     Conducted high visibility congressional and community outreach and presentations for the FOSC, including arrangements for public meetings.

                     Liaison to White House advance team planning trip for the President.

Office of the Deputy Secretary for Policy, Department of Defense (Pentagon):

                     Commanded unit of 0-6 level Individual Mobilization Augmentee unit that provided support for the Office of the Assistant Secretary of Defense for Policy.

                     Wrote first update of the Continuity of Operations Plan (COOP) for the Pentagon since the Cold War era that was implemented during the 9-11 Pentagon attack.

  • Total Quality Management Assessment Team:

                     Executive Officer for team of 6 select Reservists to evaluate performance of all region-wide Reserve and Active duty units.

  • Commanding Officer of several operational units:

                     Full spectrum of Coast Guard missions: search and rescue, marine safety and environment response, law enforcement, and mobilization planning.

                     Units ranging from 25 to 500 personnel.

                     Reserve Chief of Staff of Great Lakes district command overseeing 300 reservists.

  • Member of numerous personnel promotion, assignment, and continuation boards.
  • Medals and awards include Coast Guard Distinguished Service Medal; Defense Superior Service Medal; Legion of Merit; Coast Guard Commendation Medal; Coast Guard Achievement Medal; Coast Guard Commandant’s Letter of Commendation; Coast Guard Unit Commendation; Coast Guard Meritorious Team; National Defense Service Medal; Armed Forces Reserve Medal; and Marine Safety Insignia for professional accomplishment in the Coast Guard marine safety and environmental response program.
